France Asile territorial-pole system operates as a limited pilot

Law 2024-42 authorised France Asile territorial poles to combine prefecture registration, OFII reception assessment and OFPRA introduction functions after three pilots. Decree 2024-828 established the regulatory framework. Current 2026 official forms specifically distinguish the Val-d’Oise pilot from departments that still use the ordinary paper introduction process, so the programme should not be presented as a completed nationwide rollout or a universal 15-day asylum decision guarantee.
