The Act consolidated the employment-permit framework, allows an eligible holder to change employer after nine months in specified circumstances, and simplified the Labour Market Needs Test. Where the test applies, current DETE guidance requires a 28-day EURES advertisement and another online advertisement. Permit-specific eligibility, occupation, remuneration and employer rules remain.
