Short-term-rental regulation returns substantial control to municipalities
Decree-Law 76/2024 reversed several national measures from the 2023 housing package and gave municipalities substantial powers to regulate local accommodation, including containment areas, sustainable-growth areas and registration decisions. In June 2026 the government approved additional temporary time for municipalities with more than 1,000 registrations to prepare rules and to suspend new registrations while doing so. National headlines therefore cannot replace the current municipal regulation for a specific property.
