State rental reference system applies in designated tensioned zones

The State Housing Rental Price Reference System provides a property-specific range. In a designated tensioned zone, the upper value can limit new leases by large landlords and leases for homes not rented during the preceding five years. The rule is not a nationwide cap on every tenancy: operation depends on formal regional designation under Ley 12/2023, and prior-rent limits can also apply.
