2026–2028 plan stabilises permanent admissions at 380,000

The 2026–2028 Immigration Levels Plan targets 380,000 permanent-resident admissions in each year, with ranges of 350,000 to 420,000. It separately targets 385,000 new temporary-resident arrivals in 2026 and 370,000 in 2027 and 2028; those figures cover new workers and students, not all permits, extensions, visitors or asylum claims. Economic immigration reaches 63% of planned permanent admissions in 2026 and 64% thereafter.
