Low-wage TFWP restrictions continue with targeted rural relief

The low-wage Temporary Foreign Worker Program generally retains a 10% workforce cap, a one-year maximum employment duration and refusal to process applications for low-wage positions in census metropolitan areas with unemployment of 6% or more, subject to sector and other exceptions. From April 2026 through March 2027 participating provinces and territories may provide specified cap relief to eligible employers outside census metropolitan areas. Wage thresholds are updated periodically and must be checked for the province and filing date.
