Brazil renews humanitarian residence frameworks for Afghans and Ukrainians

Interministerial Ordinances 49 and 50 of December 2024 set the current humanitarian routes for eligible people affected by Afghanistan's instability and by the armed conflict in Ukraine. The Afghan framework covers temporary visas and residence under its eligibility and sponsorship rules; the Ukrainian framework allows affected Ukrainians and stateless people in Brazil to request two-year humanitarian residence. Constitutional amendment ends automatic nationality loss after foreign naturalisation

Constitutional Amendment 131/2023 removed the rule under which merely acquiring another nationality could cause loss of Brazilian nationality. A Brazilian with another definitive nationality may still request loss voluntarily if that would not create statelessness, and the amendment permits reacquisition of original Brazilian nationality under law.
