DHS changed the cap-registration process so that selection is based on each unique beneficiary rather than each registration, reducing the advantage from multiple employer registrations for one person. The rule also added integrity measures and start-date flexibility. The beneficiary-centric identity remains the base on which the 2026 wage-level weighting now operates.
